PASIC is the Dutch-funded, IITA-led “Policy Action for Sustainable Intensification of Ugandan Cropping Systems”. The objective of the project is to stimulate action in selected policies or programs, relevant for intensification of smallholder production systems in Uganda, through evidence-based research and strengthening of relevant institutions. The Ministry of Agriculture, Animals and Fisheries (MAAIF) is the key partner and beneficiary of the capacity strengthening activities. The Economic Policy Research Centre (EPRC) and IFPRI are additional implementing partners. All partners are contracted by IITA. PASIC is managed by a Project Management Committee, composed of the four partners and guided by a Steering Committee, which, in addition to the four partners is composed of key stakeholders in the agricultural sector (CSO, public sector agencies, private operators).

Job Summary:
The Project Coordinator will lead the “Policy Action for Sustainable Intensification of Ugandan Cropping Systems”. The Project will support sustainable intensification of cropping systems in Uganda through enhancement of the capacity of stakeholders in the agricultural sector to formulate and implement evidence-based policies.

Key Duties and Responsibilities:
    Coordinate and lead PASIC activities, in particular:
        Coordinate partner inputs and activities to ensure timely output delivery.
        Supervise and be responsible for financial and technical management and reporting.
        Engage and support cooperation between key stakeholders to advance evidence-based policy formulation within the agricultural sector.
        Organize data collection efforts (e.g. surveys, monitoring) to describe and understand differences in cropping systems intensity levels.
    Be responsible for the preparation of zonal investment plans for selected regions to advance intensification of cropping systems.
    Engage with key public and private stakeholders to promote policy action for selected policies within the agricultural sector, including capacity strengthening activities.
    Represent and report on PASIC progress to PASIC Management and Steering committee and to other relevant fora.


Qualifications, Skills and Experience:
    The candidate should have a PhD with relevance to policy action in the agricultural sector (e.g. development economics, rural sociology, social geography, political sciences) with five years post-PhD experience (or MSc degree and at least 10 years post-MSc
    Experience with policy action (policy formulation & implementation and public management), preferably within the agricultural sector.
    Ability to stimulate and promote cooperation between various stakeholders (CSO, public sector agencies, private operators).
    Good understanding of processes and drivers in public governance structures (preferably within the agricultural sector) including ability to identify change agents and actively support creation of an enabling policy environment.
    Familiarity with mixed methods approaches (rigorous evaluation, quantitative and qualitative methods) and experience in application of evaluation results for policy action.
    Experience in managing research activities, including Human resource management, research design and implementation, financial reporting and accountability.
    Documented ability to identify and prioritize multi-level technical, institutional and socio-economic constraints and opportunities for agricultural intensification for cropping systems.
    Demonstrated ability to write, synthesize and (co-)publish policy documents and or journal articles.
    Excellent English speaking and writing skills.
    Ability to work independently and take initiative.
    Excellent interpersonal skills.
    Ability to work with multi-cultural and multi-disciplinary teams.

Job Terms:
Initial appointment is for three years. IITA offers a competitive remuneration package paid in US dollars.
