Consultancy offer: Development of Standards operating procedures for hospitality establishments

1.Background
The chamber of Tourism, which is the umbrella organization for the tourism and hospitality industry actors under the leadership of Private Sector Federation (PSF), was formed in 2006, with a mandate to promote and represent actors in tourism and hospitality industry. The chamber has been fortunate to receive a grant from Trade Mark East Africa (TMEA) with the aim to consolidate stakeholder participation in ensuring hospitality establishments’ upgrade their service and facility standards to match regional standards. The raised standards will contribute to a deeper integration of the Rwanda hospitality industry into the East African common market while improving the economical and financial state for Rwandan businesses and individuals.

For businesses to succeed in their daily operations, they need to have standards operating procedures (SOP) in place. SOPs are what you and your team have determined to be the best possible way to do a particular operation in your business and they are what you believe to be the most efficient, most effective way to do that operation. Thus, the purpose of a SOP is to carry out the operations correctly and always in the same manner. However, during the recently concluded trainings of managers and owners of hospitality establishments, it was observed that most hospitality establishments do not have SOPs in place, which compromise the quality of service they deliver. Therefore, it is advisable that all Rwanda’s hospitality establishments have Standards Operating procedures in place to ensure that their services are standardised so that they compete strongly at the international market.

2.Terms of the consultancy
The chamber of Tourism wishes to hire the services of a consultant to develop Standard Operating Procedures for all departments in hospitality establishments.

These include:
•SOP for Room division department
•SOP for Food and beverage department
•SOP for Food production department
•SOP for Accounting and Finance department
•SOP for Maintenance department
•SOP for Security department
•SOP for human resources department
•SOP for IT department

3.Nature and duration of the consultancy
The manual of Standards Operating procedures will document step by step instructions on how activities are performed to ensure that if they are followed, the same results are achieved and quality service delivery is maintained all the time. The manual of SOP will be developed within a period of 30 days and it will be presented to the members of the chamber of Tourism

4.Profile of the consultant
•An advanced degree in the social sciences, law or related technical fields with a background in Tourism and Hospitality field. A qualification in hotel management will be an advantage;
•Having extensive professional experience in hospitality industry’s operations;
•Knowledge of the socio-cultural context of Rwanda;
•Having thorough knowledge of international hospitality standards of operations
•A proven track-record of research in tourism and hospitality industry would be an added advantage
•Having undertaken similar assignments
•Good general knowledge of current affairs on the Rwanda’s tourism and hospitality industry;
•Excellent command of the English language;
•High-level of inter-personal, communication, writing, reporting, and presentation skills

Eligible consultants are invited to submit their tender documents including detailed profiles of their firms and their CVs. The expression of interest must be submitted in the form of separated technical proposal and financial proposals of consultancy services at PSF reception, Gikondo not later than 4th October 2013 at 3pm.
