Partners In Health/Inshuti Mu Buzima is a Harvard-affiliated international NGO that has partnered with the Government of Rwanda to strengthen the health system and support poverty reduction initiatives in rural Rwanda since 2005.

PIH/IMB is seeking outstanding candidates for the following position.

Position Title: Procurement Manager
Location: Kigali

General Objectives:

Reporting to the senior Director of Procurement and logistics, the procurement Manager is responsible for the day-to-day activities and general performance of the program.

Specific Responsibilities:

-Coordinate and delegate to Logistics Officer as required shipping and customs clearances paperwork requirements for all required government offices to ensure all goods are cleared and transported to sites quickly and safely
-Prepare tender ad all related processes for all local tenders, including regular/ periodically needs (consumables ad services)
-Work with MOH maintenance and administration, and IMB infrastructure and management to place tenders and/or purchase services for facilities and equipment repair and maintenance.
-Prepare documents for urgent procurement requests and ongoing local procurement of highly consumed items (e.g. Propane cooking gas, Medical Oxygen, etc.)
-Ensure fairness, transparent bidding processes, and effective competition as well as best process
-Verify automotive fuel purchases and analyze consumption reports before the following month order
-Work with Finance department to monitor Procurement and Transport budget for the best cash flow control
-With support from the Senior Director of Procurement and Logistics, prepare regular reports on the status of the overall procurement process and update budget holders on funds spent, pending, etc.
-Work with program heads to maintain on-going, unfulfilled, and wish list procurement needs
-Aid department heads and budget holders in measuring, quantifying, selecting, pricing, and budgeting program needs

Qualifications Required

-Minimum A0 in Finance, Management, Procurement or Supply Chain Management
-Minimum 3 years experience, with demonstrated experience in tender processes, procurement, and supply chain management
-Fluency in Kinyarwanda is required. Professional proficiency in English is required. Proficiency in French is desired
-Demonstrated success managing competing tasks and priorities
-Demonstrated skill using Microsoft Office software, including Word, Excel, PowerPoint, and the Internet
-Ability to take initiative to deal with challenges and capitalize on past experience and information available within the organization in order to become self-sufficient and autonomous quickly.
-Ability to travel to the rural areas served by IMB as needed.
-Energy and stamina to withstand long working hours and often stressful conditions
