Partners In Health/Inshuti Mu Buzima is a Harvard-affiliated international NGO that has partnered with the Government of Rwanda to strengthen the health system and support poverty reduction initiatives in rural Rwanda since 2005.

PIH/IMB is seeking outstanding candidates for the following position.

Position Title: Director of Procurement and Logistics-Re-Advertised
Location: Kigali

General Objectives:

Reporting to Chief operations officer, the Senior Director of Procurement and Logistics is responsible for: program integration and implementation; measuring and reporting established performance indicators; monitoring expenditures compared to budget; team building and capacity development; and representing IMB locally and internationally on matters of procurement and logistics as assigned. The Senior Director of Procurement and Logistics reports directly to the Chief Operating Officer, and is responsible for the day to day activities and performance of the program.

Specific Responsibilities

-Lead representation of PIH/IMB work in Kigali and supports other staff in their communications with external organizations
-Develop strategic plans related to procurement and supply chain
-Supervise the performance and productivity of the Procurement and Logistics team
-Work under supervision of and report to the Chief Operating Officer
-Assess the annual regular needs from all sites (Annual Procurement Plan)
-Reduce procurement costs to IMB through effective relationship building and price negotiation
-Identify and obtain in-kind/donations when possible; determine the need/value of unsolicited donations
-Prepare Tender and all related process for those annual regular/periodically needs (consumables and services)
-Prepare documents for urgent procurement requests and ongoing local procurement of highly consumed items (e.g. Propane cooking gas, Medical Oxygen)
-Verify automotive fuel purchases and analyze consumption reports before the following month order
-Work with Finance department to monitor Procurement and Transport budget for the best cash flow control
-Work together with COO to harmonize the procurement and Logistics and create an adequate system for all 3 sites/districts
-Assess and evaluate the quantities and qualities of the goods/items to be procured internationally
-To assist IMB pharmacy team and the Boston based procurement team in preparation of annual pharmaceutical order
-To prepare regular reports on the status of the overall procurement process and update budget holders on funds spent, pending, etc.( Link Finance and Procurement)
-Work with Boston and program heads to devise equipment and supplies lists for new and ongoing needs at District Hospitals and Health Centers across districts, in accordance with MoH partner priorities as communicated by IMB district representation teams
-Work with program heads to maintain on-going, unfulfilled, and wish list procurement needs
-Aid department heads and budget holders in measuring, quantifying, selecting, pricing, and budgeting program need

Qualifications Required
-Minimum A0 in Finance, Management, Procurement or Supply Chain Management; Master’s Degree in Finance, Business, Procurement, or Supply Chain strongly preferred
-Minimum 5 years experience, with demonstrated expertise in tender processes, procurement and supply chain management, including experience at the international level
-Comprehensive knowledge of the laws and rules governing procurement in Rwanda
-Professional proficiency in English and Kinyarwanda is required, working knowledge of French language is an added advantage
-At least three years of experience in financial planning and managing budgets
-Proven ability to manage a program and build capacity, including management of human and material resources
-Demonstrated skill using Microsoft Office software, including Word, Excel, PowerPoint, and the Internet
-Ability to take initiative to deal with challenges and capitalize on past experience and information available within the organization in order to become self-sufficient and autonomous quickly.
-Ability to travel to the rural areas served by IMB as needed.
-Energy and stamina to withstand long working hours and often stressful conditions
