6. Senior ICT Policy Development Officer (1) Ref: RDB/ITD/035

Specific tasks and responsibilities

The Senior ICT policy and strategy officer will report to the Head of ICT policy and strategy development. Specific tasks and responsibilities include:
- Coordinate the development of National ICT Strategy and Policies to ensure successful implementation of ICT strategies and ICT policy framework
- In collaboration with the other stakeholders develop and maintain policy statements and positions for all the sectors
- Conduct Research and Develop policy on future technologies and industrial initiatives to support business in ICT
- Lead the research and analysis of strategy and policy needs in area of ICT and establish procedures and mechanism to monitor the implementation of strategies and policies across the sector
- Development and communication of the sector standards in accordance with best practice taking into account any legal requirement
- In collaboration with other sectors ensure that the ICT strategies and policy create enabling environment that serves business needs and meets strategic priorities
- Conduct periodical assessment of the impact of the proposed policies on the sector development in accordance with National ICT Strategy and Plan
- In collaboration with other stakeholders identify and develop the legal requirements for the ICT development
- Conduct primary and secondary research and develop benchmarks on effective ICT policy and strategies and incorporate the results into the National ICT strategic reviews. Conduct periodic assessment of ICT Sector development needs required to achieve key goals
- Collaborate with technical teams, ministries and development partners to develop and/or align resource acquisition strategies and plans

Job requirements, qualifications and experience
- University Degree in Public Policy, Business Administration and other related field;
- Relevant working experience in the ICT Policy environment of at least 3 years
- Knowledge and understanding of National and International development in ICT sector policy and practice
- Proven ability to identify, analyze and evaluate the functions and capacity of new technologies to identify opportunities to innovate, add value to business and positively impact strategic planning

-  Exceptional Communication skills and ability to influence a wider range of stakeholders at all levels - including a proven ability to prepare effective presentations and executive reports, address meetings, facilitate groups, establish and maintain person network
