About FINMAP II:
The Government of Uganda has received funding from Development Partners to support implementation of the Second Financial Management and Accountability Programme (FINMAP II). The overall objective of FINMAP II is to strengthen Public Financial Management Systems at Central and Local Government levels in a bid to ensure efficient, effective and accountable use of public resources as a basis for poverty eradication and improvement of service delivery.

FINMAP II aims to deepen and consolidate ongoing reforms in public financial management (PFM) in order to maximize Government efforts towards improved service delivery. It is the desire of GoU under FINMAP II, that financial management practices are improved through introduction of better methods, techniques, practices, and internationally acceptable standards of PFM that will lead to better governance, increased accountability, transparency, and overall improvement in financial management throughout the Government.

Job Summary:
  The Senior Monitoring and Evaluation Officer will be to support the Head of Monitoring and Evaluation in the implementation of the monitoring and evaluation strategy of the Programme.

Key Duties and Responsibilities:
    Assist in the tracking of implementation of all programme activities, through regular field visits and liaison with programme components.
    In liaison with the Head Monitoring and Evaluation, review and update the Monitoring and Evaluation strategy of the Programme in line with the Public Financial Management Reform strategy.
    In liaison with the Head Monitoring and Evaluation, develop, improve, implement and track appropriate performance indicators of the programme to ensure that its strategies and objectives are effectively implemented.
    Assist in the design and management of a management information system; and undertaking of analysis of results data collected during implementation.
    Assist in the preparation and dissemination of the following periodic progress reports:
    Annual Programme Progress Reports.
    Quarterly Programme Progress Reports.
    Monthly Programme Information Bulletin
    Organize and take the minutes of the monthly and quarterly component coordination meetings.
    Assist in the preparation of appropriate reports for the Programme Technical Committee (PTC) and the Public Expenditure Management Committee (PEMCOM); as well as take a record of the meetings thereof.
    Assist in the preparation of the necessary programme reviews.
    Perform any other duties as assigned.

Qualifications, Skills and Experience:
    The applicant should possess a good first degree in accounting, commerce, economics, business administration, statistics or related field with post graduate qualification training in monitoring and evaluation or project planning and evaluation.
    Be familiar with the management and coordination of donor funded operations.
    At least three years work experience in monitoring and evaluation of public sector programmes and/or projects, with a strong understanding of results-based management concepts.
    Good communication skills and the ability to plan and implement various monitoring and evaluation tasks to help deliver results within agreed deadlines.
    In addition, team work and self motivation skills will be essential.
    Excellent drafting and report writing skills.
    Computer literacy and ability to effectively use the Microsoft Office suite.
    Good interpersonal skills and ability to work/relate well with a multiplicity of stakeholders.
