Job Title: OVC Program Officer

About PHS:
The USAID-funded USAID/Uganda Private Health Support Program will contribute to establishing a more viable and cost-effective private sector option for health services in Uganda.
The Program includes three components:
    Expanded availability of health services by private service providers;
    Increased affordability of private health services and products; and
    Improved quality of private health sector facilities and services.

Job Summary:
The job holder primarily takes lead of the technical aspects relating to an OVC sub-granting program as well as other OVC activities to be undertaken by the Program. This will include supporting implementers to ensure that services meet the expected quality and that program reporting meets standards.

Key Duties and Responsibilities:
    Participate in pre-award and award negotiation activities including technical application review and selection, institutional/programmatic assessments, and setting indicators and performance based targets.
    Provide assistance to sub-grant partners on a range of program management issues including work plan and budget development, implementation, M&E and reporting to ensure that program is on-course according to the work plan and grant agreement.
    Develop training manuals and training guides for OVC care and support as needed.
    Document success stories, best practices and lessons leant.

Qualifications, Skills and Experience:
    The applicant should hold a degree in Health Sciences, Social Sciences, Arts or Humanities is essential. A Master’s degree in Public Health or Social Sciences is preferred.
    At least five years’ experience in OVC programs planning, implementation, and monitoring/evaluation especially in the context of HIV/AIDS community based approaches program
    Experience in supporting performance-based grant programs particularly CBOs and/or private companies
    Exhibit willingness to travel within Uganda 40% of the time
