Basic function of position:
Serves as liaison specialist and representative for the U.S. Army Africa (USARAF) customer service desk located at the U.S. Embassy, Kampala, Uganda. Provides outstanding customer service support to military, Department of Defense (DoD)/Department of the Army (DA), military, civilians, and contractor personnel in need of assistance. Facilitates the coordination of travel for personnel traveling in support of various USARAF operations and exercises.
Required qualifications:
NOTE: All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.
·         Education: Two years college studies in liberal arts/sciences are required.
·         Work Experience: Three years of substantive administrative experience in a medium to large organization or in a project setting, is required.
·         Language Requirement: Level IV (Fluent) ability in written and spoken English is required.
·         Knowledge: Knowledge of evaluative, planning and analytical processes and techniques to modify existing procedures and implement future requirements or programs; knowledge in applying qualitative and/or quantitative analytical and evaluative methods and techniques to assist in conduct of studies or project that concern the efficiency and effectiveness of programs and practices within the purview of the organization.
o   Knowledge of computer applications such as Word, Excel, and Power Point.
o   Knowledge of pertinent laws, regulations, and policies which affect administrative operations and areas of responsibility.
o   Knowledge and understanding of management principles, practices, methods and techniques to perform projects related to management and methods improvement
·         Skills and Abilities: Skill in written and oral communication to obtain and provide information related to organizational, administrative and procedural matters, and analytical procedures to modify existing requirements/procedures and implement future requirements or programs.
Selection process:
After an initial application screening, applicants will be invited to a testing process that may include a written examination and oral interviews. The selected candidate must pass pre-employment medical and security investigations before beginning work. The initial appointment period is one year, subject to renewal. Normally, candidates for employment are hired at the first step of the designated pay grade. In some instances, candidates may be hired at a higher step when exceptional qualifications or previous governmental service and pay level so warrant. The Human Resources Officer will make the decision with the concurrence of the employing section.
Additional selection criteria
·         Management will consider nepotism/conflict of interest, budget, and visa status in determining successful candidacy.
·         Current employees serving a probationary period are not eligible to apply.
·         Current Ordinarily Resident employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance Report are not eligible to apply.
·         Currently employed US Citizen EFMs who hold a Family Member Appointment (FMA) are ineligible to apply for advertised positions within the first 90 calendar days of their appointment.
·         Currently employed NORs hired under a Personal Services Agreement (PSA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment unless currently hired into a position with a When Actually Employed (WAE) work schedule.
