Project/Proposal Summary:
The project objectives are geared to support and strengthen the current USAID/Kenya strategy in meeting day to day information needs in order to make informed program management decisions, as well as to provide substantive support with qualitative, quantitative, and analytical information to assist in continually assessing and evaluating the Mission’s development hypothesis. It also assists the Mission with its public education goals by providing qualitative and anecdotal evidence on the effects of projects on the lives of individual beneficiaries.

Position Summary:
The M&E Liaison will occupy a critical position on the ABEO Technical Team of the SUPPORT project and will be responsible for working to support USAID/Kenya in meeting day to day information needs in order to make informed program management decisions, as well as to provide substantive support with qualitative, quantitative, and analytical information to assist in continually assessing and evaluating the Mission’s development hypothesis. It shall also assist the Mission with its public education goals by providing qualitative and anecdotal evidence on the effects of projects on the lives of individual beneficiaries. This is a short- term (3 month) position with the possibility of it becoming long-term.

This is a local position. Only Kenyan citizens are eligible to apply.

Responsibilities:
•Provide direct support in the areas of monitoring and evaluation to the USAID ABEO Technical Office as per the SUPPORT Task Orders.
•Assist with ABEO M&E planning and evaluations as directed by the Chief of Party.
•Assist USAID with development, refinement and analysis of goals, DOs, IRs, and project outputs and outcomes.
•Assist in development of, population of, and updating of a roster of qualified Kenyan M&E specialists for use by the USAID Technical Offices.
•Participate as appropriate and directed in the design and implementation of monitoring and verification missions in Kenya.
•Lead review of USAID – ABEO Sector PMPs, results frameworks, PMPs and PPRs.
•Work with ABEO Sector team to develop a plan to complete, improve, and/or update Technical Team PMPs to reflect changes in strategy, targets and/or activities, and to meet all criteria indicated in ADS 203 for Performance Management Plans. This will include a review of the baselines and targets for all Mission indicators, commenting on the rationale and reasonableness of the targets, and suggesting possible target revisions based on combined IP history and projections.
•Conduct training in performance management, data quality, and evaluative research.
•Design and coordinate special studies as required.
•Other similar duties as assigned.

Qualifications:
•Bachelor’s Degree required; Master’s preferred.
•Significant experience with donor-funded education projects in Kenya is desired. USAID experience is a plus.
•Experience working in challenging political environments.
•Expertise in performance monitoring, evaluation design and/or statistical analysis preferred.
•Strong management experience is a plus.
•Ability to travel within Kenya.
•Experience fostering cooperation among donor, government, private sector and NGO entities is a plus.
•Ability to work well with a team, mentor staff and counterparts.
•Must be fluent in English.
