OVERVIEW OF THE POSITION
Our client has been implementing Capacity Building for Migration Management (CBMM) projects in Somalia since 2007. Although the geographic and thematic focuses vary from a project to project, our client assisted relevant authorities, namely Department of Immigration, Civil Aviation and Port Authorities, in enhancing border and immigration management in Somaliland, Puntland and South Central. Following the stance of the United Nations, our client recognise the Federal Government as the legitimate central government of Somalia while acknowledging the Somaliland and Puntland authorities as de-facto regional authorities and have been providing assistance at the operational level.
As reflection of political developments in Somalia where the new government was formulated in Mogadishu and the security imperatives of the insurgent moving into the northern areas of Somalia, the three authorities have initiated contact to explore regional collaboration for security control. With border and immigration management closely linked with the security issues, our client plans to facilitate a dialogue between the three authorities in order for them to discuss and identify areas of operational collaboration in border and immigration management. This consultation meeting of the three authorities also aims to facilitate exchange of information – challenges they encounter, measures to overcome such challenges as well as good practices.
In addition, our client plans to engage more in legislation and policy formulation for border and immigration management. Our client’s plans for 2013 include an assessment of civil registry and Identify management in order to assist the Federal Government to implement more regulated passport issuance in the future. Planning and implementation of the assessment will require close consultation with the Federal Government as well as other UN agencies, a process our client needs to manage carefully.
The consultancy primarily focuses on planning and implementation of the aforementioned joint meeting between the three authorities and undertaking preparations involved for the assessment on civil registry.

GENERAL FUNCTIONS
The consultant is expected to perform the following tasks under direct supervision of Project Manager (PM) and overall guidance of Chief of Mission (COM).

    A Consultation Meeting between Three Authorities for Border and Immigration Management

a. Review the internal strategy of our client for CBMM and the assessment reports. Based on the findings and recommendations of the assessment reports, prepare the concept note and process, clarifying the roles and responsibilities of our client.
b. Prepare a draft agenda for each meeting, clarifying the objectives, identify an appropriate venue and undertake logistical plans in co-ordination of CBMM project staff and other units of our client. Where necessary, assist PM in preparation of our client’s presentations.
c. Facilitation of three-party dialogue as per agreed roles and responsibilities of our client. Maintain the focus on the operational collaboration and exchange of good practices while encouraging them to identify areas of collaboration by themselves.
d. Document the discussions and advise our client on changes in the agenda and selection of participants for the next round of talk or consideration of follow-up activities in the current or future CBMM projects.

    Assessment of Civil Registry / ID Management

a. In consultation with the project manager, prepare a concept note for an assessment of civil registry and identify management, liaise with Federal Government, UN agencies and/or other institutions as identified in a planning stage.

    Provide technical guidance in liaison and communication with Somali authorities on the consultative meeting and the assessment on civil registry as well as overall issues of CBMM, advising ministries and positions to be contacted and communication materials to be developed.

    Assist Project Managers in other tasks of CBMM projects such as drafting internal and external reports and assessment to newly liberated areas provided security conditions deemed appropriate.

Deliverables:
1. Concept note and processes proposed for the three-party dialogue;
2. Agenda for each meeting;
3. The authorities meetings facilitated and documented;
4. A concept note for an assessment of civil registry;
