About UCC:
The Uganda Communications Commission (UCC) is according to its website "the regulator of the communications industry in Uganda." Among the responsibilities of the UCC are licensing, regulation, infrastructure development and attention to rural communication service.

Job Summary: The CERT Analyst will plan, execute, assess and monitor all tasks assigned under the Project.
            
Key Duties and Responsibilities:
    Plan, execute, assess and monitor all tasks assigned under CERT UG;
    Manage the CERT  Uganda  Help Desk and raise tickets for all confirmed probable incidents;
    Conduct risk assessment and security analysis on the reported incidents;
    Respond and provide support to the CERT Uganda Constituents;
    Produce periodic or ad hoc reports of high quality for incidents, security threats and vulnerabilities;
    Develop training modules and technical documentations;
    Conduct knowledge sharing sessions among other technical personnel on lessons learnt and new findings;
    Comply with all CERT UG’s policies, procedures and guidelines.

Qualifications, Skills and Experience:

  •     The applicant should possess a Bachelor’s Degree in Computer Science/ ICT/ Engineering (Electronics, Telecommunications, Computer) or any relevant area;
  •     Knowledge of Internet applications and Cyber security;
  •     At least three (3) years of working experience in Information security or relevant field;
  •     Professional certification in any related field such as ICT security, CISSP/ GCIA/ GCFA/ CEH/ CISA/ CISM is an added advantage;
  •     Knowledge of at least 2 operating systems (UNIX and Windows);
  •     Knowledge of security risks, threats and vulnerabilities; and
  •     Knowledge on cryptographic technologies.
  •     Good working knowledge of computer hardware, internet applications, cryptographic technologies, security risks, threats and vulnerabilities, and risk assessments;
  •     Knowledge of at least two (2) operating systems (UNIX and Windows);
  •     Good managerial and interpersonal skills;
  •     Strong analytical skills with ability to prioritize tasks and manage time efficiently;
  •     Willing to travel on short notice;
  •     A good team player with good personality and ability to manage stress; and
  •     Self-starter with high sense of urgency in making deliverables and capable of protecting confidentiality of information.
