Duty Station: Kampala with frequent visits to the districts, Uganda

About MGLSD:
The Ministry of Gender, Labour and Social Development, (MGLSD) with support from the UK Department for International Development (DFID) and Irish Aid is implementing the Expanding Social Protection (ESP) programme in Uganda. The ESP programme is a 5 year programme within MGLSD which was launched in 2010 and is coordinated by the Social Protection Secretariat. It includes a pilot cash  transfer scheme (SAGE) providing regular cash transfers to older persons and vulnerable families living in chronic poverty in 14 pilot districts, reaching 15% of households in target districts.  Our client Maxwell Stamp PLC has been providing technical support to MGLSD to implement the ESP Programme.

Job Summary:
The Management Information Systems (MIS) Manager is answerable to the SAGE Operations Manage, S/he is responsible for District MIS Officers; Secretariat  Support Officer and Contracted MIS Consultants/ Engineers. S/He will lead all MS activity within the SAGE plot. 0th responsibility for ensuring smooth operation of the MIS functions and preparation on of beneficiary payroll, They will ensure that all staff involved in use and management of the MIS including In the District offices are performing to a high standard and delivering the required deliverables.

Qualifications, Skills and Experience:
    The applicant should be an MIS specialist with an appropriate degree -level qualification in Information Technology and at least 10 years experience in managing MIS systems or large complex programmes including hardware, programming.
    Advanced database Management, Microsoft SQL Server 2000 and SQL skills, advanced software development and programming skills.
    Experience in Windows Server (2008 and SBS 2011) and Linux Server administration. 
    Experience in managing Microsoft Exchange Server
    Knowledge of IIS web server and web applications, Networking Skills
    Experience in using reporting tools such as Crystal and Advanced skills in MS Office.
