Job Title: Director Human Resources and Administration

Background Information:
The AIDS Support Organization (TASO Uganda), an organization contributing to a process of preventing HIV infection, restoring hope and improving the quality of Life of persons, families and communities affected by HIV infection and disease, requires the services of dedicated, competent, innovative and results oriented person to fill the position of Director Human Resources and Administration. He / She will be reporting to Executive Director.

Directly supervises:
Team Leader Human Resources & Administration,
Human Resources Officer- Training & Development,
Human Resources Officer and Administrative Assistant
Main Purpose of the Job:                        
To provide strategic direction to the Directorate, oversee the management of the human resource and administrative functions, and develop and monitor use of supportive systems.
Key Outputs:
• Human resource and administration policies, systems and guidelines developed and made operational
• Compensation policies and strategies developed
• Directorate strategic plans, work plans developed and implemented
• Consultancy and contractual works managed
• Safe and Conducive working environment maintained
• Quality legal services provided to the organization
• Technical support provided to line managers on Human Resource management and Administration
Key Duties and Responsibilities:
•  Develop and review human resource and administration policies, systems and procedures
•  Oversee human resource planning to ensure optimum staff levels for all TASO units
•  Coordinate the development and implementation of work plans and budgets for the Human Resource and Administration Directorate
•  Plan and supervise a performance management system
•  Advise Executive Director and top management on human resource issues
•  Oversee staff development to ensure competent staff at all levels.
•  Develop, review and implement compensation strategies.
•  Offer technical advice to management on administrative issues
•  Develop and update staff acquisition and retention strategies.
•  Ensure that all insurable TASO assets are insured
•  Coordinate major construction and repair works, as well as consultancies.
•  Provide effective leadership to subordinates, and maintain good teamwork among TASO teams.
•  Liaise with other Directorates, Regions, Training Centre, Service Centres and other TASO projects in Human Resource and Administration issues.
•  Coordinate compilation of Directorate reports.
•  Put in place appropriate systems and practices for inter and intra communications.
•  Direct periodic comparative analysis and updating of TASO’s remuneration to maintain its competitiveness and effectiveness.
PERSON SPECIFICATIONS
Academic Qualifications:
• Masters of Human Resource management, Master of Business Administration or Master of Organizational (Industrial or occupational) psychology.
Additional Training:
• Training in Administration
Minimum Experience and Exposure:
• 6 years working in managing Human Resource at a senior level.
Special Knowledge:
• Knowledge of policy formulation, Modern approach to managing human resources, Basic financial knowledge,
• Knowledge of national labor laws and general Management
Key Skills:
• Leadership skills, Strategic Planning Skills, Communication Skills and employee counselling.
