 Job Title: Director Policy and Advocacy
Organization: Uganda Land Alliance (ULA)
Location: Kampala, Uganda
Reports to: Executive Director

About ULA:
Uganda Land Alliance is a consortium of International and National NGO’s and Individuals focusing on land, promotion of land rights and protecting the interests of the poor, vulnerable and marginalized through “Enhancing civic participation in land governance and resource management country wide.”

Key Duties and Responsibilities:
    Managing the strategic development of creative, engaging and powerful advocacy initiatives for the organisation as well as delivery, through appropriate advocacy and campaigning strategies.
    Research, analyse, prioritise, engage on and monitor local, national and regional legislation on land.
    Developing  annual advocacy plans as well as provide technical support to Land Right Information Centres for the preparation of similar advocacy plans at their level;
    Undertaking capacity building of staff to help initiate and roll out advocacy plans;
    Coordinating and collaborating with the Program Director and managers to identify, plan and implement district and national level advocacy work;
    Tracking, monitoring and documenting the status and progress of advocacy interventions and reporting thereon;
    Keeping abreast of and engaging in broader development policy analysis and cross cutting policy processes, in collaboration with the Program Director and the ED;
    Developing strategic links with organizations and networks to deliver common goals relating to the advocacy plans.
    Lobbying and engaging with government departments (including political establishments).
    Engage in broader ULA programme and administration initiatives like fundraising

Qualifications, Skills and Experience:
    The applicant should hold a university degree in the humanities. A masters Degree in the Humanities is desirable. Post graduate training in management is an added advantage.
    At least five (5) years of experience in a similar or related field;
    Proven and demonstrable experience in research design and implementation of research projects particularly action research
    Demonstrable knowledge of policy advocacy
    Demonstrable experience in designing, developing and implementing advocacy interventions  in a land related field
    Demonstrable ability to relate and link contemporary land concepts and issues at local and national level to regional and global discourses
    Experience in movement building and management is desirable.
    Strong networking, team work and management skills
    Ability to work under pressure in diverse environments
    Ability to represent and articulate the organization’s philosophy at various fora
    Demonstrable effective written communications skills including the ability to prepare reports, proposals, policies and procedures
    Effective public relations and public speaking skills
    Research and program development skills
    Very strong analytical and innovation skills
    Ability to use various research software
