FHI 360 — Uganda is seeking qualified candidates for the Communication for Healthy Communities (CHC) five year program designed to support the GOU and partners to design and implement quality heath communication interventions to contribute to reduction in HIV Infections, total fertility, maternal & child mortality, malnutrition, malaria & tuberculosis. CHC aims to achieve this through the use of innovative approaches, capacity strengthening, increased collaboration among partners, and rigorous research and knowledge management for health communication.

Job Summary:
The Monitoring and Evaluation Officer will be responsible for the coordination of monitoring and evaluation activities of the CHC project, particularly at the district coordination level.

Key Duties and Responsibilities:
    Perform M&E capacity assessments/mentoring among partners/ - DHMTs to improve implementation
    Ensure that implementing partners understand USAID/GOU reporting requirements
    Build skills and capacity of OHMTs and partners to conduct Routine Data Quality Assessments
    Constantly identify data tools requirements and establish metrics for assessments
    Ensure that study progress is tracked and updated regularly in relevant systems
    Work with the Knowledge Management officer to provide technical updates and dissemination,
    Liaise with the Data Manager in support of supervisory visits to IPs

Qualifications, Skills & Experience:
    The candidate should possess a bachelor’s degree in biostatistics, public health, social sciences or a related field
    The prospective applicant should have at least 5-7 years' experience in monitoring and evaluation OR an Advanced Diploma in Statistics/ Information Technology or related areas with 7-9 years’ experience in monitoring and evaluation
    Computer proficiency in word processing, databases, spreadsheets, including advanced skills in at least two of the following programs: SPSS, Excel, Epi Info, Stata, and Ms Access.
    Knowledge of Microsoft Excel essential.
    Demonstrated experience with MoH Management Information Systems.
    Demonstrated ability to transfer knowledge and skills through informal and formal methods
