About Us:
The Government of Uganda through the Ministry of Energy & Mineral Development (MEMD) requires the services of qualified and experienced persons for the posts indicated below to work at the Petroleum Exploration & Production Department (PEPD), Entebbe.

Job Summary:
 The Land Officer will be responsible for the functions related to land use planning and land acquisition for oil and gas activities, operations and infrastructure. The successful applicant will also be responsible for ensuring that land use and planning is conducted in compliance with existing legislation.

Key Duties and Responsibilities:
    Offer support PEPD in planning and budgeting for the land management function.
    Providing input on land management during the review and development of land administration policies, legislation, standards, regulations and guidelines.
    Reviewing and evaluating project proposals for land use and development plans for the oil and gas sector and prepare recommendations.
    Monitoring and reporting on the implementation of land use and planning policies, laws, standards and regulations as they relate to the oil and gas sector.
    Developing and maintaining data bases on information relating to the utilisation of land for the oil and gas sector. This will include developing color coded maps for areas approved by the Ministry of Lands, Housing and Urban Development for the development of different oil and gas projects.
    Participating in conducting Resettlement Action Plans (RAP) and Environmental Impact Assessment (EIA) for identified oil and gas project locations.
    Participate in raising awareness to stakeholders and the general public on land use planning for oil and gas activities.
    Undertaking any other land use planning exercises to support the provision of information required by different projects.
    Performing any other duties assigned by management.

Qualifications, Skills & Experience:
    The applicant should possess a Bachelor’s Degree (minimum of second class upper) or equivalent in any of the following fields; Physical Planning, Urban Planning, Urban and Regional Planning, Land Use Planning, Land Economics or Land Surveying from a recognised University or Institution.
    Sound knowledge of land use and planning policies, laws, regulations, standards and guidelines in the country.
    Familiarity with environmental and socio-economic issues related to land use planning.
    Knowledge of land surveying and using various planning tools (including but not limited to AutoCAD, GIS and remote sensing), and experience in land use planning will be an added advantage.
    Ability to work long hours in Entebbe to meet the set deadlines.
    Good interpersonal and communication skills and able to work with a multiplicity of stakeholders.
    The applicant should also be highly innovative and creative thinker.
    Possess excellent computer, writing, and presentation skills.
    High degree of integrity, self-driven and able to set own work schedule with rigorous deadlines.
    Ability to initiate and complete assignments and to work under demanding circumstances with minimal supervision.
