About ACF:
Action Against Hunger (ACF) is an International Humanitarian NGO. For over thirty years it has been implementing Food Security and Livelihoods, Nutrition, Water, Sanitation and Hygiene programs in Lira, Apac, Oyam, Otuke, Gulu, Kaabong, Napak and MoroACF seeks to hire a highly competent, dynamic and experienced Ugandan national for the position of Assistant Country Director based in Kampala.

Job Summary:
The Assistant Country Director (ACD) works in close collaboration and under the direct supervision of the Country Director (CD). The position holder works in close consultation and collaboration with the Finance Coordinator, Technical Coordinator, Logistics Coordinator, Heads of Bases and the Program Managers on the mission and with the Desk HR Officer at the Head Quarters and the Learning Coordinator in Nairobi. The ACD directly supervises the HR Manager and s/he is a member of the Senior Coordination team of the Mission to Districts.

Key Duties and Responsibilities:
1. Human Resources Coordination (70%)
    Lead all the HR functions in the mission
    Periodical reviews of the Internal Regulations of the Mission and the HR strategy ensuring that it is compliant with the ACF policy, local labour and tax laws.
    Supports the Country Director and other supervisors in all HR matters.
    Liaise with ACF attorney for any legal representation and consults with him/her on all HR matters
    Liaise with Regional Training Center to create an annual training plan.
    Will be the lead for all HR reporting.

2. External Representation Advocacy and Communication (10%)
    Be focal person for the compilation and review of all reports which are intended to be disseminated externally of the mission.

3. Assists the CD in All His Duties (20%)
    Analyzes and report on the political, security and humanitarian context.
    Maintains and develop networks of peers and contacts in order to collect relevant information.
    Participates in the preparation of reports to Donors and partners, in the preparation of MOUs with partners and institutions.
    Be focal person for the preparation of the Annual Report of the Mission and ensure that the report is reviewed and distributed to relevant stakeholders.

Qualifications, Skills and Experience:

    The applicant should possess a Masters Degree in Social Sciences, Management, International Relations, HR, Psychology or a related field. A PGD in HR will be an added advantaged.
    At least 5- 10 years experience as an HR professional, with a sound knowledge of recruitment, Managing staff exits, payroll & benefits management, training & development, and team management.
    Prior experience working closely with governments and donors/ interface with local governments
    Proven and clean integrity/character with ability to work in a cross cultural exposure.
    Excellent communication skills in English (Written & Spoken)
    Proficiency in Microsoft Office (high proficiency in Excel);
    Good computer literacy skills i.e. comfortable working with computers with minimal IT support is essential.
    Ability to maintain confidentiality while managing HR matters.
