Engineering Technician(MONUSCO)- Employment opportunity in Uganda

Job Title: Engineering Technician (High and Medium Voltage Engineer), GL-6
Organization: United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO)
Duty Station: Entebbe, Uganda
Deadline: 6th September, 2013
Reports to: Field Engineering Officer

Key Duties and Responsibilities:

  •     Take lead of, and guide the electrical team in Entebbe Support Base carrying out day to day preventative maintenance on high and medium voltage power supply network;
  •     Design a sound operation and maintenance plan for both the Base wide Improvement Plan;
  •     Directly supervise the implementation of Newly designed medium voltage power supply system in accordance with National Electrical Distribution(UMEME) policies and procedures in the Base wide Improvement Plan according to the current and future demands and recommended justified necessary amendments;
  •     Offer the necessary guidance and support to the electrical team to achieve timely and quality implementation of activities:
  •     Carry out regular field visits to inspect works, review progress and determine/receive feedback from the team and the beneficiaries regarding emerging challenges and gaps in new plans, providing timely feedback and suggestions for changes to the Field Engineering Officer:
  •     Organize regular project review sessions through participatory methodologies involving beneficiaries and other stakeholders in the areas of intervention, with the aim of establishing and/or verifying emerging needs, gaps and priorities, and communicate these to the Field Engineering Officer as part of a continuous program review and improvement process;
  •     Compile progress reports from the various activity reports as per established monitoring plans, formats and schedules and submit to the Field Engineering Officer;
  •     Ensure proper contracting, field level oversight, work certification and payment preparation processes for contractors and other service providers engaged to execute electrical supply works;
  •     Contribute towards preparation of budgets and proposals through analysis of field data and actual costs incurred on activity implementation;
  •     Assist the technical team with preparation of bills of quantities and casting of activities: Identify staff training needs and recommend on-job or other capacity building measures in close consultation with Field Engineering Officer;
  •     Ensure Staff health and safety concerns from dangers of medium voltage distribution which is new to DES and ESB are addressed; Perform other related duties as assigned by the supervisor

Qualifications, Skills and Experience:
  •     The candidate should possess a bachelor’s degree in Electrical Engineering, Civil Engineering, Mechanical Engineering or related Engineering field. A valid Level A Umeme certificate/license is a must
  •     Seven years’ experience with thorough technical knowledge of medium to high voltage power supply.
  •     Significant experience with industrial and household level power distribution, hygiene promotion, participatory planning and environmental conservation;
  •     Experience of collaboratively working with local authorities, contractors and service providers.

  • Planning and Organizing:  Ability to establish priorities and to plan, coordinate and monitor own work plan and lead team efforts.
  • Communication: Good communication skills, demonstrate ability to develop and maintain effective work relationships and motivate positive staff performance.
