Job Summary:
The Project Manager SCHAP will provide onsite supervision to static, outreaches in the wellness centres in the districts where the project scope covers. The job holder will offer mentoring and coaching to health providers at the aforementioned areas in their jurisdiction. The project manager will also take lead in the implementation of the CDC 10120 project in Luwero and other neighbouring districts of operation. The primary focus will be to increase control measures against sexually transmitted HIV. He/she will also be required to take lead in the design, monitoring and evaluation, documentation of key findings, partnership formation and advocacy aspects of the project and will manage project staff and other health workers as assigned.

Key Duties & Responsibilities:

  •     Ensure AMREF’s projects in the assigned districts are aligned to project proposal and corresponding country programme operations.
  •     Work collaboratively with district local governments to ensure training of relevant stakeholders on strategies to reduce sexually transmitted diseases, manage VCT and couple disclosure, promote referrals and quality data collection (CBHMIS) in partnership with the M&E manager
  •     Work with partners especially ACP and CDC to identify, design and implement community based programs
  •     Ensure linkage of the Health Management Information System (HMIS) with the Ministry of Health systems and ensure solid records management
  •     Contribute to formulating strategies to increase SMC and reduce HIV transmission
  •     Ensure data is collected and analysed to facilitate planning and reporting.
  •     Liaise with the District Health Teams (DHOs) to promote, review / develop , track and use health indicators in health system planning and identify best practices to scale-up activities
  •     Work with stakeholders to address prevention strategies in SMC and capacity building needs and deliver interventions to the local stakeholders in the project area.
  •     Monitor performance indicators and progress against milestones.
  •     Coordinate the development and implementation of project activities in line with AMREF’s mission, values and principles.
  •     Work collaboratively with staff, partners and beneficiaries to ensure work portfolio is integrated in the assigned districts and with country programme and project experiences documented and shared to help influence and advocate better at local, national and international levels.
  •     Supervise and mentor subordinates
  •     Improve on AMREF’s visibility / credibility in the area of operation among communities, donors, government structures and ensure proper management and quality reporting on budgets and program activities.
  •     Contribute to change management and strategic growth of the Uganda Country program by suggesting developments and issues of interest about the project.
  •     Represent AMREF at local forums in line with project goals and AMREF’s mission as local level and give feedback to all key partners
  •     Manage usage of all resources available ensuring both value for money, quality and cost effectiveness.
  •     Establish and maintain regular M&E systems with stakeholders.
  •     Provide support supervision in all designated areas of operation
  •     Perform other duties as assigned by superiors.

Qualifications, Skills and Experience:
  •     The applicant must have a Degree in Health, social sciences or relevant area.
  •     Possession of a post graduate degree in project management.
  •     A minimum of three to five (5) years’ experience in HIV / AIDS interventions as national level and behavioural change prevention programs preferably in the NGO field.
  •     Conversant with the MOH reporting guidelines and use of national SMC services
  •     Computer literacy skills
  •     Experience in Continuous Quality Improvement (CQI) and External Quality Assessment (EQA)
  •     Good understanding of best documentation practices and evidence in regards to project experiences to support program development and evidence-based advocacy.
  •     Practical experience in working at wellness centres; including participating in outreach centres and SMS is highly advantageous
  •     Excellent track record in managing finances in an NGO
  •     Knowledge of SMC control policies
