Background:

Norwegian People's Aid (NPA) is an international NGO founded in Norway in 1939 as the labour movement's humanitarian solidarity organization. NPA supports partners to improve their internal capacity for accountability towards the people served. The work of NPA is guided by key values: human dignity, unity, freedom, peace and duality. These values have guided the activities of the organization for over seventy years and continue to inform the NPA approach to working with vulnerable groups. NPA has been working in Rwanda since 1994.

NPA is currently seeking a Project Coordinator for the Public Policy Information; Monitoring and Advocacy project (PPIMA).The project supports 15 Rwandan civil society organizations to promote an active interest and engagement of citizens in public policy affairs.

Detailed Responsibilities:

-Coordination and provision needed technical inputs to enable selected partners to implement agreed projects.
-Development and implementation of timely work plans in liaison with the implementing partner work plans
-Assistance to PPIMA partners to prepare sound project proposals and plans.
-Liaison and maintenance of regular dialogue with relevant governmental institutions and key project stakeholders to ensure needed collaboration, synergy and sharing of experiences.
-Oversight of the implementation of the PPIMA project communication strategy to ensure full understanding and visibility of the project at all relevant levels.
-Development and presentation of monthly project work plans.
-Timely preparation and presentation of relevant narrative and financial progress reports.
-Representation of NPA in relevant meetings with donors and stakeholders.

Qualifications:

-Master's Degree in Public Policy or Development Studies.
-At least 5 years progressive experience in public policy analysis or research.
-Strong understanding of the Rwandan public policy context.
-Strong experience and knowledge of civil society in Rwanda.
-Experience and knowledge of regional and international policy issues relevant to civil society.
-Understanding of Human Rights Based Approach (IIRBA) to development.
-Fluency in English. French and Kinyarwanda are an added advantage.
-Excellent Communicator orally and in writing.
-Innovative, self-driven and team player.
-Interpersonal skills, with experience of Striking in multicultural contexts.
