Background
The GF Malaria Round 10 proposal refers to the needs to urgent malaria epidemic risk assessment and develops recommendations for epidemic surveillance and response based on malaria risk mapping of Somalia and based on the signed MOU between UNICEF and WHO this activity has been given to WHO/Somalia as Technical agency.

Objective
To assess epidemic surveillance and response based on malaria risk mapping and develop recommendations for Central south zone, Puntland & Somaliland

Terms of Reference
1. To train three nationals from National Malaria Control Programme (NMCP)/surveyors & malaria data manager on Global Positioning System (GPS) and data collection technique

    Assemble data on determinants of malaria transmission;
    • Climatic anomalies and seasonality
    • Malaria prevalence and case data (HMIS, Surveys & surveillance)
    • Vector distribution
    • Malnutrition
    • Livelihoods and economic activities
    • Security
    • Access to health care
    • Population distribution

    Develop methodological approaches to determine epidemic risks
    • Using on transmission, climatic anomalies and seasonality as measures of ‘natural state’ of epidemic risks
    • Combine data on transmission and climate with other modifiers of epidemic risks (malnutrition, access to care etc.) to define operational epidemic risk
    • To define areas of epidemic risks and populations at risk
    • To make recommendations for epidemic surveillance and response based on these maps

Expected deliverables:
1. Train three nationals NMCP/surveyors & malaria data manager on GSM and data collection technique
2. Final report on epidemic risk assessment for Somalia and develop recommendations for epidemic surveillance and response based on malaria risk mapping

Competencies
The selected candidate as senior consultant should have:
• Sound knowledge of the Somali culture
• Ability to work in an initiative and independent way
• Have no objection to travel to Somalia
• Adaptability and flexibility to challenging working environments

Qualifications and experience
• Advanced university degree in Public Health, Social Science or related field
• Previous experience in developing risk mapping assessment
• Previous experience with WHO regulations for at least 5 years
• Solid working experience in fragile states and with Ministry officials
• Solid English & Somali conversation and writing skills
• Strong communication and facilitation skills
