About Project:
MSH will be implementing an RMNCH (Reproductive, Maternal, Newborn, Child Health) Commodities project which seeks to strengthen the Government of Uganda’s health system and to improve the availability and accessibility of essential medicines and health supplies (EMHS). The goals of this project are to 1) strengthen the policy and legal environment governing the production, procurement and distribution of pharmaceuticals in Uganda; 2) strengthen coordination among different stakeholders in the pharmaceutical sector; 3) finance an adequate volume of pharmaceuticals and medical supplies in both the public and private sectors; 4) strengthen the organizational structure of the pharmaceutical sector management; and 5) strengthen the delivery and storage of pharmaceutical and medical supplies at all levels
Job Summary:
The Senior M&E Advisor collaborates with the Chief of Party and the Senior Technical Advisors to develop and implement the performance management plan (PMP) as well as program indicators necessary to track program targets and objectives. S/he also supports the Ministry of Health and other relevant stakeholders to establish adequate national supply chain indicators and works with the Senior Technical Advisors to ensure that developed information system tools adequately capture these indicators. S/he oversees the tracking, analysis, interpretation and utilization of all program data as well as the compilation of program quarterly and annual reports. The Advisor reviews and analyzes data and helps ensure their dissemination and utilization. In coordination with other staff, the Advisor contributes to the development of the research agenda and provides leadership in the analysis and use of research results and findings. S/he will assist in the design and implementation of impact assessments in regards to pharmaceuticals and supply chain management.
Key Duties and Responsibilities:
Provide technical leadership in the review and execution of the project performance management plan (PMP), including compilation and updating indicator sheets to enhance data collection, storage and use.
Collaborate with the various stakeholder specialists in setting up and managing their M&E systems.
Plan and implement M&E related capacity building activities including review of training materials, coordinating M&E trainings, and supervising consultants.
Oversee data quality assurance for the project, including implementation of data quality assessments to ensure accurate and consistent data collection among regional teams and implementing partners.
Prepare M&E related reports and contribute to quarterly and annual reporting as relevant. Ensure timely and quality completion of all M&E deliverables in line with USAID requirements.
Contribute to the development of the annual work plan, ensuring alignment with project strategy, agreement on annual targets and inclusion of M&E activities in the work plan.
Provide support in statistical analysis including evaluations related to program interventions and supervise related consultants
Perform any other task assigned by his/her supervisor
Qualifications, Skills and Experience:
The applicant should possess a Master’s degree, or higher, in public health, demography, epidemiology, program evaluation or equivalent.
At least eight years of M&E experience with development projects in international organizations;
Prior experience with US Government-funded development programs preferred.
Good understanding and experience with logistics and supply chain management indicators, including the use of data to inform program decision making, planning, resource allocation and other strategic initiatives.
Skills and experience in M&E capacity building for individuals and organizations and previous supervisory experience is essential.
Proficiency in project evaluation design and development of performance indicators essential.
Excellent leadership, management, coordination, interpersonal and teamwork skills.
Strong strategic, financial and analytical thinking and ability to communicate technical information clearly and effectively to both technical and non-technical colleagues.
Strong skills in MS Office, (including Word, Excel, PowerPoint, and Access), MS Project, and at least one data management/statistics software program (e.g. SAS, SPSS).
Good working knowledge of descriptive, inferential and advanced statistics.
Advanced verbal and written communication skills in English essential.
Willingness to travel within Uganda as needed.
