FHI 360 — Uganda is seeking qualified candidates for the Communication for Healthy Communities (CHC) five year program designed to support the GOU and partners to design and implement quality heath communication interventions to contribute to reduction in HIV Infections, total fertility, maternal & child mortality, malnutrition, malaria & tuberculosis. CHC aims to achieve this through the use of innovative approaches, capacity strengthening, increased collaboration among partners, and rigorous research and knowledge management for health communication.
Job Summary:
The Regional Technical Officer (RTO) will manage and support programme activities in the region particularly in the technical areas
Key Duties and Responsibilities:
Offer tailored technical assistance within a specified range of technical areas to all regions; combined skill sets will cover HIV/AIDS, HIV prevention (including PMTCT and VMMC), FP/ RH, MCH, VMMC, malaria, TB and nutrition, grounded in health communication (HC).
Coordinate and manage CHC capacity strengthening (CS) at district lower levels Contribute to development of tailored technical strategies, ensuring integrated approaches across different health components
Oversee the roll out of all district/village-level health communication activities
Implementation of regional workplan, achieving targets and corking within budget
Coordinate CHC partner activities, including liaising with IPs he region; GOU counterparts at district/community level and support to monitoring partner sub awards
Support regional Monitoring and evaluation(M&E), knowledge management (KM) and financial management functions
Ensure project data is used for planning and decision-making
Ensure national-level CHC activities are linked to HC activities in the districts
Oversee Health Communication Officer and Finance and Administrative Associate in East Regional Office
Perform any other duties as instructed
Qualifications, Skills & Experience:
The candidate should possess a bachelor's degree in communication, social sciences, public health or related field
The Regional Technical Officer should possess 5- 7 years of experience in designing, and implementing health communication and/or capacity strengthening programs.
Experience working with districts and implementing partners is highly desirable
Demonstrated ability to interact with donors, implementing partners, and GOU counterparts on relevant technical areas,
Previous work experience with health communication (HC)
Experience managing/supervising staff
Computer literacy skills i.e. proficiency in Microsoft Office
Strong written and verbal communication skills in English (and at least one key regional language
Previous experience with USAID-funded projects preferred
